About the Presentation
The basic income support system is to undergo comprehensive reform. To this end, the Commission on the Welfare State has proposed three major reform initiatives:
- The various social benefits are to be consolidated into a unified benefits system.
- Work—especially full-time work—is to be made more financially attractive through better opportunities to earn additional income.
- Administration is to be radically simplified and digitized.
This presentation examines the Social Welfare Commission’s proposals. It begins by illustrating what a unified benefits system—which combines the current basic income support, social assistance, old-age and disability benefits, housing assistance, and child supplements—might look like. Building on this, it discusses how personal responsibility can be strengthened within this new basic income security system by striking a new balance between support and accountability. Finally, the presentation addresses the question of how basic income security can be made sustainable for the future without drastic cuts to social services.
About the speaker:
Prof. Dr. Ronnie Schöb is a professor of public finance at Freie Universität Berlin, a member of the Scientific Advisory Board at the Federal Ministry of Finance, and, until the beginning of this year, was a research professor at the ifo Institute in Dresden.
